RECOMMENDATION(S):

APPROVE revised Bylaws of Contra Costa County Economic Opportunity Council, as recommended by Employment & Human Services Director.

FISCAL IMPACT:

None.

BACKGROUND:

The Economic Opportunity Council (EOC) is a Community Action Advisory Board to the Community Services Bureau of Employment & Human Services Department. The EOC seeks approval of the revised bylaws governing the actions of this body. The following modifications are recommended:  
  






BACKGROUND: (CONT'D)
1) Low Income Sector seats: Appointment eligibility removes meeting federal and state poverty guidelines. Eligibility now includes being a Contra Costa resident who resides in a low-income community or represents low-income residents.  
2) Low Income Sector seats: Clarifies that an application and petition by 10 members of the public residing in low income community must be submitted to Clerk of Board and EOC staff.  
3) Private/Non-Profit Sector seats: Clarifies that persons seeking appointment must submit application to Clerk of the Board.  
4) Seat Terms: Amends terms of office from 2 years to 4 years. Specifies that incumbents must submit applications to renew their appointments.  
5) Terminations: Amends unexcused absence requirements from consecutive to any 3 absences in a fiscal year. Termination recommendation by EOC changed from 2/3 vote to majority vote.  
  
The amendments were recommended by EOC members and reviewed and approved by County Counsel.  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, Bylaws will not be in place for the advisory body.
