RECOMMENDATION(S):

ADOPT Position Adjust Resolution No. 21664 to add one Victim/Witness Assistance Program Specialist (65SA) (represented) position at salary plan and grade QV5 1191 ($3,514 - $4,271) in the Victim/Witness Unit of the District Attorney's office.

FISCAL IMPACT:

Upon approval, this action will result in an annual cost of approximately $72,336, including pension costs of approximately $12,528, and will be funded by an increase in grant funds from the California Emergency Management Agency, Law Enforcement and Victim Services Division for funding of the Victim/Witness Assistance Program.

BACKGROUND:

The Victim/Witness Assistance Program Specialist provides direct services to victims and witnesses of crime, establishes and maintains working relationships with other criminal justice agencies, and provides information to victims of crime about the criminal justice system. This increase in grant funds, resulting in the addition of a Victim/Witness Assistance Program Specialist position, will allow the District Attorney's office to provide support to more victim's of crime in Contra Costa County.

BACKGROUND: (CONT'D)

The California Emergency Management Agency, Law Enforcement and Victim Services Division has increased grant funding to the District Attorney's office beginning in fiscal year 2015/16, which will allow the District Attorney's office to increase staffing to better serve victims of crimes in Contra Costa County.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the District Attorney's Office will not be authorized one additional position for Victim Witness services and may not be able to claim grant funding from the State for the provision of those services.
