RECOMMENDATION(S):

APPROVE and AUTHORIZE the Human Resources Director, or designee, to execute contract amendment with Koff and Associates, a division of Gallagher Benefit Services, Inc., to extend the term through December 31, 2023, with no increase in the payment limit of $98,835 to assist the County with recruitment and retention in the Employment and Human Services Department.

FISCAL IMPACT:

The cost of this contract is within the Employment and Human Services Department budget. (58% Federal; 36% State; and 6% County).

BACKGROUND:

The Human Resources Department and the Employment and Human Services Department (EHSD) have been working collaboratively with the County Administrator’s Office for several years to address recruitment and retention issues with the Eligibility Worker and Social Workers series. Koff & Associates, a division of Gallagher Benefit Services, Inc., is an experienced public-sector Human Resources and Recruitment Services firm conducting classification and compensation studies for various counties, cities and special districts for over 37 years. Koff & Associates has been providing the County’s EHSD department professional services for an analysis of specified classifications, as well as compensation studies based on generally accepted practices to ensure comparator classifications for the County’s needs. This extension will allow the County’s EHSD department to continue working with Koff & Associates on the current project.

CONSEQUENCE OF NEGATIVE ACTION:

If this extension is not approved, the County will be unable to use the professional services of Koff & Associates to conduct the Classification and Compensation Study, and will likely continue to experience recruitment and retention challenges with these job classifications.
