RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #74-628-1 with The Alliance for Community Wellness (dba La Familia), a non-profit corporation, in an amount not to exceed $317,252, to provide perinatal substance use disorder outreach and engagement services, including screening, brief intervention and referrals to treatments services for women with children in Contra Costa County for the period January 1, 2022 through June 30, 2023.

FISCAL IMPACT:

Approval of this contract will result in budgeted expenditures of up to $317,252 and will be funded 100% by Substance Abuse Prevention and Treatment Block Grant revenues. (Rate increase)

BACKGROUND:

The County has been contracting with The Alliance for Community Wellness (dba La Familia) since February 2021 to provide perinatal substance use disorder outreach and engagement services, including screening, brief intervention and referrals to treatments services for women with children in Contra Costa County.

BACKGROUND: (CONT'D)

In May 2021, the County Administrator approved and the Purchasing Services Manager executed Contract #74–628, with The Alliance for Community Wellness (dba La Familia), in an amount not to exceed $200,000 to provide perinatal substance use disorder outreach and engagement services, including screening, brief intervention and referrals to treatments services for women with children in Contra Costa County, for the period from February 1, 2021 through December 31, 2021. The delay of this contract authorization was due to the resurgence of COVID-19 at the time, which created service interruptions, productivity declines and cash flow issues with the community based behavioral health service providers.

Approval of Contract #74-628-1 will allow the contractor to continue providing services through June 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, women with children in Contra Costa County will not receive perinatal substance use disorder outreach and engagement services.

CHILDREN'S IMPACT STATEMENT:

This program supports the following Board of Supervisors’ community outcomes: “Children Ready For and Succeeding in School”; “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe and Provide a High Quality of Life for Children and Families”. Expected program outcomes include an increase in positive social and emotional development as measured by the Child and Adolescent Functional Assessment Scale (CAFAS).
