RECOMMENDATION(S):

1. APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a Memorandum of Agreement (MOA) containing mutual indemnification language with the Contra Costa Community College District to allow the State and its contractors to provide COVID-19 testing at Contra Costa College in San Pablo for the period May 15, 2022 through June 30, 2022, subject to approval by the County Administrator and approval as to form by the County Counsel;  
2. AUTHORIZE the County Administrator, or designee, to approve and execute any and all amendments to the MOA to extend the term to a date no later than September 30, 2022.

FISCAL IMPACT:

This is a non-financial agreement.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the Health Services Department will not be able to use this campus for COVID-19 testing.



BACKGROUND:

Approval of this MOA will allow the State and its contractors to use a designated area of the Cafeteria Building at the Contra Costa College campus located at 2600 Mission Bell Drive in the City of San Pablo, as a location for COVID-19 testing, through June 30, 2022. Other areas of the campus will also be made available for parking and other operational activities, as needed.  
  
This MOA will support ongoing COVID-19 efforts to provide accessible testing within the community. Amendments will be required to extend the term of this agreement; the County Administrator or designee will be authorized to review and to extend the termination date through September 30, 2022.   
  
If the requested actions are approved, this agreement and any future amendments through September 30, 2022, may be executed only after review and approval by the County Administrator's Office and approval as to form by the County Counsel.  
  
This agreement contains mutual indemnification with Contra Costa Community College District.
