The Employment and Human Services Department (EHSD) received notification from the State Department of Community Services and Development (CSD) on April 28, 2022, to amend Low Income Home Energy Assistance Program (LIHEAP) Contract 21B-5005 (Amendment #2). The amendment notification is to extend the term from June 30, 2022 to December 31, 2022. There is no change to the contract amount.
The County routinely receives funding from the State Department of Community Services and Development wherein County provides energy bill assistance payments and weatherization services to county residents who are income eligible through the LIHEAP and the Energy Crisis Intervention Program (ECIP). Energy saving measures may provide homes with hot water heaters, furnaces, refrigerators, microwaves, doors, windows, energy-saving light bulbs, weather stripping, ceiling fans, and attic insulation. Homes with gas appliances receive a combustion appliance safety test that checks for carbon monoxide gas leakage and are provided with a carbon monoxide alarm. Residents can also qualify for the Home Energy Assistance Program (HEAP), which provides a credit on their energy bills.
The Board of Supervisors approved the original 2021-2022 revenue contract in the amount of $3,342,935 on December 8, 2020 (C.60). The Board approved the first amendment to accept additional funds of $1,089,391 on May 11, 2021 (C.49).
This Board Order is requesting approval to extend the term from June 30, 2022 to December 31, 2022.
If not approved, County may not continue to operate the Low Income Home Energy Assistance Program after June 30, 2022.
The Low Income Home Energy Assistance Program supports one (1) of the community outcomes established in the Children's Report Card: Outcome #4 "Families that are Safe, Stable and Nurturing" by the provision of home energy assistance to keep households warm in winter and to increase household energy efficiency.
