RECOMMENDATION(S):

APPROVE the Miller Wellness Center Crisis Stabilization Unit Project (Project) and AUTHORIZE the Public Works Director, or designee, to advertise the Project, Martinez area. [County Project No. WH332D, DCD-CP#22-21] (District V)  
  

DETERMINE the Project is a California Environmental Quality Act (CEQA), Class 1(a) Categorical Exemption, pursuant to Article 19, Section 15301(a) of the CEQA Guidelines, and  

  




RECOMMENDATION(S): (CONT'D)
DIRECT the Director of Department of Conservation and Development, or designee, to file a Notice of Exemption with the County Clerk, and  
  
AUTHORIZE the Public Works Director, or designee, to arrange for payment of a $25 fee to the Department of Conservation and Development for processing, and a $50 fee to the County Clerk for filing the Notice of Exemption.

FISCAL IMPACT:

Estimated Project cost: $1,200,000. (100% California Health Facilities Financing Authority Funds)

BACKGROUND:

The Project consists of remodeling 2,098 square feet within an existing clinic building to create an outpatient Crisis Stabilization Unit at the Miller Wellness Center to provide emotional crisis support for youth in order to separate them from the adults. Both groups are currently being served in the same facility, resulting in the young patients being in the presence of adults experiencing acute psychiatric symptoms. The current Behavioral Health office requires improvements to create a space where youth can be served in an environment more conducive to positive therapeutic outcomes.

CONSEQUENCE OF NEGATIVE ACTION:

Delay in approving the Project may result in a delay of design, construction, and may jeopardize funding. Contra Costa County will continue to be without a Crisis Stabilization Unit specifically designed and designated for an adolescent age group experiencing emotional crises.
