RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Agreement #28-368-2 with the California Department of Public Health (CDPH), including indemnification, to pay the County an amount not to exceed $1,609,085, for the Local Oral Health Program, for the period from July 1, 2022 through June 30, 2027.

FISCAL IMPACT:

Approval of this grant agreement will allow the County to receive funding up to $1,609,085 from the CDPH through June 30, 2027. No County match is required.

BACKGROUND:

The CDPH Oral Health Program is a collaboration to build capacity at the local level to address oral health which is essential for overall health. Tooth decay is the number one chronic disease of childhood. The activities will address problems identified by local needs assessments and will reflect the California Oral Health Plan priorities. The contractor will provide oral health services for the low-income population in Contra Costa County.

BACKGROUND: (CONT'D)

On March 27, 2018, the Board of Supervisors approved Grant Agreement #28-368 with the California Department of Public Health to pay the County an amount not to exceed $1,609,085, for the Local Oral Health Program, for the period from January 1, 2018 through June 30, 2022.

On March 29, 2022, the Board of Supervisors approved Grant Amendment Agreement #28-368-1 to increase the amount payable to the County by $72,688, from $1,609,085 to a new amount of $1,681,773, with no change in the term January 1, 2018 through June 30, 2022.

Approval of Grant Agreement #28-368-2 will allow the County to continue to participate in the Local Oral Health Program through June 30, 2027. This agreement includes agreeing to indemnify the State for any claims arising out of the County’s performance under the agreement.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not receive funding to support the Local Oral Health Program for Contra Costa County residents.
