RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Phamatech, Incorporated, in an amount not to exceed $632,520, to provide court mandated substance abuse testing and related services for Contra Costa County child welfare cases for the period July 1, 2022 through June 30, 2024.

FISCAL IMPACT:

This contract will increase department expenditures by $632,520 and will be funded 70% by State 2011 Realignment funds and 30% by County General Fund. $316,260 is already budgeted in FY 2022-23 and the remaining $316,260 will be budgeted as part of the FY 23-24 Recommended Budget.

BACKGROUND:

Substance abuse can indicate a significant risk of abuse and/or neglect toward any children under the care of the addicted individual. When such a risk is identified, individuals receiving services through Employment and Human Services Department (EHSD) Children and Family Services (CFS) child welfare are required to drug test in order to assure compliance with treatment plans and/or court orders.

Phamatech, Incorporated (Contractor) was selected from a competitive bid process, Request for Proposal #1183 to provide substance abuse testing and related services to EHSD CFS clients. Contractor will provide randomized scheduled drug testing, ensure the availability of specimen collection sites, screen test specimens, provide test results, provide “on-demand” sample testing when requested by CFS, and provide monthly statistics and reports to CFS for clients referred for drug testing. Laboratory results are submitted for inclusion in Child Welfare dependency, Family Reunification and Family Maintenance case files.

CONSEQUENCE OF NEGATIVE ACTION:

Without this service, EHSD CFS will be unable to comply with mandated court-ordered substance abuse testing for child welfare clients.
