RECOMMENDATION(S):

APPROVE Appropriations and Revenue Adjustment No.5051 authorizing new revenue in the amount of $1,547,650 from the Board of State and Community Corrections (BSCC) Coronavirus Emergency Supplemental Funding (CESF) grant program and appropriating it into the Plant Acquisition-Sheriff Detention Facilities account (0111/4411) to fund capital projects.

FISCAL IMPACT:

This action increases revenues and appropriations by $1,547,650. There is no impact on the County General Fund.












BACKGROUND:

On February 9, 2021, the Board of Supervisors authorized the Office of the Sheriff to apply and accept the Board of State and Community Corrections (BSCC), Coronavirus Emergency Supplemental Funding (CESF) grant. The Office of the Sheriff's Contra Costa County Sheriff's Department Custody Services Bureau has been awarded grant funding in the amount of $1,547,650 through the CESF grant program. The full grant award will be used to complete three Capital Projects that will improve facilities safety. Project one is providing air circulation fans to be installed at the Martinez Detention Facility and the West County Detention Facility. The fans will be installed in all inmate housing units. The fans must utilize UV-C or Ion technology to circulate the air within the housing unit and sanitize or destroy any potential airborne pathogens such as the Covid-19 virus.

The second project replaces Deputy Stations at the Martinez Detention Facility in modules A, B, C, E, Q and T and replacement of all deputy stations at the West County Detention Facility on Buildings 4, 5A, 5B, 6A, 6B, 7A, 7B, 8A and 8B. Currently, the Martinez Detention Facility and the West County Detention Facility are equipped with original deputy stations. The new upgraded deputy stations are to include materials designed to protect staff from transmission of Covid-19 virus and enhance inmate and staff safety by creating a physical barrier.  
  
The third project is allocated to upgrade the Intake waiting area inside the Martinez Detention Facility. The upgraded waiting areas, furniture and dress out area are to include materials designed to protect staff and incarcerated persons from transmission of Covid-19 virus. The project includes removal of the old flooring and provide solutions that use anti-viral properties to help fight cross contamination to enhance inmate and staff safety.

CONSEQUENCE OF NEGATIVE ACTION:

Expenditure appropriations and offsetting revenue identified to fund the Capital Projects will not be reflected in the County Budget.
