RECOMMENDATION(S):

ACCEPT Resolution No. 2022/182 to approve and authorize the Employment and Human Services Director, or designee, to execute contract agreement HI-2122-07 amendment #1 with the California Department of Aging and accept a funding increase in the amount of $649,157 to a new agreement amount not to exceed $1,019,500 for Health Insurance Counseling and Advocacy Program for the period July 1, 2021 through March 31, 2024.

FISCAL IMPACT:

County to receive an additional $649,157 from the California Department of Aging for contract agreement HI-2122-07 for the Health Insurance Counseling and Advocacy Program (HICAP). Funding is 29% federal ($292,217) and 71% state ($727,283) funds. Term of this agreement is from July 1, 2021 through March 31, 2024. The total funding under this agreement is not to exceed $1,019,500.

Funding for HICAP comes from federal State Health Insurance Program (SHIP) grant funds and State funds, which include the State HICAP Fund and California Department of Insurance reimbursement allocations.

BACKGROUND:

Health Insurance Counseling and Advocacy Program (HICAP) provides advocacy, counseling, and education support services to Contra Costa County Medicare beneficiaries 60 years and older and adults with disabilities as defined by Title IIIB. The Employment and Human Services Department (EHSD), Area Agency on Aging (AAA) provides HICAP services to Medicare beneficiaries including: 1) Medicare beneficiaries by virtue of a disability; 2) those persons imminent of Medicare eligibility as defined by Welfare and Institutions Code (W&I) sections 9541 (a) and (c) (2); and 3) to the public at large for HICAP community education services under W&I code sections 9541 (c)(1). (4), (5) and (6).   
  
Funding from the California Department of Aging assists with providing direct services to help enroll eligible beneficiaries in Medicare service programs, prescriptions drug, low-income subsidy and supplements benefits. HICAP also provides older adults and disabled adults with information about long-term care and wellness programs. Information about legal assistance and referrals with Medicare enrollment appeals.   

CONSEQUENCE OF NEGATIVE ACTION:

Without funding, Medicare advocacy, counseling and education support service for older adults and adults with disabilities could not be provided as defined by Title IIIB.
