RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Tri-City Power, Inc., effective May 24, 2022, to extend the term from June 30, 2022 through October 31, 2022, to provide maintenance and emergency repairs to County Uninterruptible Power Supply (UPS) units, with no change to the payment limit of $600,000, Countywide.

FISCAL IMPACT:

There is no fiscal impact with this action as it is only to extend the contract. Contract costs are budgeted in the Facilities Maintenance Budget.











BACKGROUND:

Public Works Facilities Services is responsible for maintenance and emergency repairs to the County's Uninterruptible Power Supply (UPS) units. These units are put in line of incoming power to the buildings. In the case of a power outage, UPS units will allow the facility to continue functioning without losing power. Facilities Services has several of these units protecting facilities at various locations such as 30 Douglas for the Department of Information Technology's (DOIT’s) computer servers, detention centers and several Health Services facilities. Even in cases where a standby generator is available, these UPS units bridge the seconds-long gap between losing power and the generator coming online. Government Code Section 25358 authorizes the County to contract for the maintenance and upkeep of County facilities.  
The contract with Tri-City Power Inc., is due to expire June 30, 2022. The Public Works Department is in the process of releasing a formal solicitation for UPS services and respectfully requests authorization to extend this contract to October 31, 2022, to ensure the County has access to the contractor's services pending evaluation, award and execution of the new UPS services contracts.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, UPS maintenance and repair services with Tri-City Power Inc., will be discontinued.
