RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Service Director, or designee to execute Amendment Agreement #28-952-2 with City of Antioch, including indemnification, to extend the termination date from June 30, 2022 to June 30, 2023 to allow the City of Antioch to continue to provide stipends to youth and young adults participating in County’s COVID-19 Youth/Young Adults Ambassadors Program.

FISCAL IMPACT:

There is no fiscal impact for this action.

BACKGROUND:

This is a non-fiscal Memorandum of Agreement (MOA) between Contra Costa Health Services and the City of Antioch. The agreement allows the City of Antioch to pay Antioch youth and young adults stipends for participating in the County’s COVID-19 Youth/Young Adults Ambassadors Program where County provides the participants, who will be trained to educate other youth and young adults about COVID-19. The ambassadors will get $525 each to be in the six-month program, where they will work in focus groups to create messages that will resonate with people their age. The youth will then target social media to spread the word.   
  
On March 23, 2021, the Board of Supervisors approved MOA #28-952 with City of Antioch pertaining to youth and young adults’ stipends for participating in County’s COVID-19 Youth/Young Adults Ambassadors Program for the period of March 1, 2021 through September 30, 2021. This MOA included the County agreeing to indemnify the City for any claims arising out of the County’s performance under the agreement.  
  
On February 22, 2022, the Board of Supervisors approved MOA Amendment #28-952-1 to correct the term to match the intent of the MOA and include a termination date of June 30, 2022.  
  
Approval of MOA Amendment #28-952-2 will allow the City of Antioch to continue to provide stipends to youth and young adults participating in County’s COVID-19 Youth/Young Adults Ambassadors Program through June 30, 2023.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, the County and City of Antioch will no longer have an effective MOU in place to provide stipends to youth and young adults participating in the County’s COVID-19 Youth/Young Adults Ambassadors Program.
