RECOMMENDATION(S):

RATIFY the action by the County Administrator's Office to sign the petition to support the renewal of the Downtown Richmond Property and Business Improvement District as property owner of 1305 Macdonald Avenue in the City of Richmond.

FISCAL IMPACT:

The renewal would increase the annual assessment on 1305 Macdonald from the current $8,128.25 ($0.13 per square foot) to $9,378.75 ($0.15 per square foot) an annual increase of $1,250.50. This assessment is paid by the tenants of 1305 Macdonald Avenue, who are part of the Employment and Human Services Department (EHSD).

BACKGROUND:

The City of Richmond initially formed the Downtown Richmond Property and Business Improvement District (DRPBID) in 2012. The Board of Supervisors approved the County Public Works Director signing the initial petition to support the formation of the district at its June 26, 2012 meeting, on a unanimous vote.

The City of Richmond initially considered the renewal of the District after five years, and it renewed and set the length and assessment rate for the next period. Public Works Real Estate staff have no record to show if the County signed the renewal petition in 2017 for the first renewal.  
  
The County Administrator’s Office became aware of the impending renewal petition request for continuing the District for another seven years on April 27, 2022, two days after the initial response date of April 25, 2022. Final deadline for responses was May 5, 2022. The short period of time for response did not allow staff to bring the issue to the Board of Supervisors before the deadline.  
  
The County as a property owner benefits from the activities of the DRPBID. The District’s stated purpose is to provide maintenance, safety and nuisance abatement, among other services, to the parcels in the District. Staff recommends continuing to support the District to improve the working conditions for staff assigned to that address.

CONSEQUENCE OF NEGATIVE ACTION:

Not ratifying staff approval would lead to the County withdrawing support for the renewal of the District, although the ultimate decision on renewal of the District lies with the City of Richmond. The County is one of many property owners and it is likely that the City of Richmond would renew the DRPBID if the County withdrew its support.
