RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract Amendment Agreement #26-378-14, with Concord Yellow Cab, Inc, a corporation, effective March 1, 2022, to amend Contract #26-378-13, to increase the payment limit by $120,000, from $240,000 to a new payment limit of $360,000, with no change in the term of July 1, 2021 through June 30, 2022 for additional non-emergency taxicab transportation services.

FISCAL IMPACT:

Approval of this contract amendment will result in additional contractual service expenditures of up to $120,000 for fiscal year 2021-2022 and will be funded 100% by Hospital Enterprise Fund I. (No rate increase)

BACKGROUND:

Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers have an obligation to provide transportation services to certain patients who may not be able to negotiate public transit to attend medical appointments on their own. Therefore, the County contracts for non-emergency taxicab transportation services to provide patients with transportation services to medical appointments when applicable. The contractor has been providing non-emergency medical transportation services since July 1, 2002.  
  
On July 13, 2021, the Board of Supervisors approved Contract #26-378-13, with Concord Yellow Cab, Inc., in the amount of $240,000, to provide non-emergency taxicab transportation services, for certain CCRMC patients for the period July 1, 2021 through June 30, 2022.  
  
Utilization of the contractor’s services were much higher than anticipated during this contract year, in part due to an increase in taxi rides related to COVID-19 pandemic and psychiatric emergency.  
  
Approval of Contract Amendment Agreement #26-378-14 will increase the payment limit by $120,000 to a new payment limit of $360,000, to allow the contractor to continue providing additional non-emergency taxicab transportation services for certain CCRMC patients, through June 30, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this amendment is not approved, this contactor will not provide additional non-emergency transport services to CCRMC patients as requested by the Division.
