RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with STAND! for Families Free of Violence, in the amount of $367,125, to provide domestic violence services for California Work Opportunity and Responsibility to Kids (CalWORKs) and Welfare-to-Work (WTW) participants for the period July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

$367,125 to be funded by California Work Opportunity and Responsibility to Kids (CalWORKs) Single Allocation 100% Federal, all of which is already budgeted in FY 2022-2023.  

BACKGROUND:

The Employment and Human Services Department (EHSD) provides countywide comprehensive domestic violence and support services as an integral part of the CalWORKs WTW Program. Domestic violence services are designed to identify CalWORKs/WTW recipients and applicants who are past or present victims of domestic violence, provide assistance to address the effects of domestic violence in the family with the final goal of obtaining employment and becoming self-sufficient.   

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa County will not be able to provide the federally mandated domestic violence services to CalWORKs Welfare-to-Work participants thereby adversely impacting our Welfare-to-Work population.
