RECOMMENDATION(S):

APPROVE and AUTHORIZE the Clerk-Recorder, or designee, to execute contract with Protiviti Government Services, Inc., in an amount not to exceed $200,000 to provide temporary employee support to the Elections Division to staff regional early voting locations for the June 7, 2022 Primary Election and the November 8, 2022 General Election, for the period March 15 through December 31, 2022.

FISCAL IMPACT:

The contract will not exceed $200,000. A portion will be reimbursed by jurisdictions on behalf of which the Elections Division conducts elections.   
  







FISCAL IMPACT: (CONT'D)
The County pays the costs of all federal, State and county elections so, during the June Primary Election, the cost will be predominantly borne by the County. For costs related to the November General election, the County will be responsible for federal, State and county races, as well as State initiatives. Cities, schools and special districts that consolidate with the November General Election will be responsible for their incremental cost and the County will recover a portion of the cost.

BACKGROUND:

Regional Early Voting locations require a higher level of skilled staff than the department is able to hire through the Temporary Assignment Pool (TAP) or through the use of multi-day volunteers. Through a arrangement with Protiviti, the Department is able to request contract temporary staff with the necessary technology and customer service skills. These contract employees will work approximately 5-7 days for each election.  
  
For each early voting location leading up to and including Election Day (up to ten), the Department requires 5 contract temporary staff, in addition to the regular staff that oversee the operations. This equates to approximately $90,000 per major election. This contract covers costs for the 2022 June Primary and November General elections.

CONSEQUENCE OF NEGATIVE ACTION:

If the contract with Protiviti Government Services, Inc., is not approved, the Department may not have sufficient staff to provide regional early voting services to the County's constituents during the upcoming elections, except at the Department's main facility in Martinez.
