RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract extension with the California Department of Community Services and Development for the Community Services Block Grant, Coronavirus Act Relief and Economic Security Aid (CARES) funding, to extend the term from May 31, 2022 to August 31, 2022, with no change to the payment limit of $1,229,551, for self-sufficiency programs.

FISCAL IMPACT:

$1,229,551: There is no change in total payment limit, with no county match. (100% Federal) (CFDA No: 93.569)










BACKGROUND:

The Employment and Human Services Department received notification of supplemental funding from the California Department of Community Services and Development (CSD) on June 19, 2020. As the County's Community Action Agency, the Department's Community Services Bureau regularly receives Community Services Block Grant (CSBG) funding to operate self-sufficiency programs under the advisement of the County's Economic Opportunity Council. The self-sufficiency programs have the goal of ameliorating poverty in Contra Costa County through programs that address housing, economic development and food security. Examples of programs to receive funding include those that provide employment training, housing payment assistance and food distribution.  
  
The original Board Order (C. 38) approved on July 28, 2020 was for a contract period of March 27, 2020 through May 31, 2022. The funding is to help prevent, prepare for, or respond to the coronavirus pandemic. On April 7, 2022, the Department of Community Services and Development notified Community Service Bureau of an extension to the term of the 2020 Community Service Block Grant (CSBG) Coronavirus Aid, Relief, and Economic Security (CARES) funding. The contract term, previously set through May 31, 2022, is now extended through August 31, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

The Department will be hampered in its ability to operate self-sufficiency programs in the community, and to establish partnerships with community based agencies and public organizations. Without approval of the term extension, our subcontractors will not be able to fully utilize CSBG-CARES funding.
