RECOMMENDATION(S):

APPROVE AND AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #27-637-8 with Bradley Upshaw, O.D., Inc., a professional corporation, in an amount not to exceed $300,000, to provide optometry services for Contra Costa Health Plan (CCHP) members for the period July 1, 2022 through June 30, 2025.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $300,000 over a three-year period and will be funded 100% by CCHP Enterprise Fund II revenues. (No rate increase)

BACKGROUND:

CCHP has an obligation to provide certain specialized optometry services for its members under the terms of their Individual and Group Health Plan membership contracts with the County. This contractor provides vision exams, eyeglasses, contact lenses and other optometric services to CCHP members. This contractor has been a part of the CCHP Provider Network since July 1, 2006.

BACKGROUND: (CONT'D)

In May 2020, the County Administrator approved and the Purchasing Services Manager executed Contract #27-637-7 with Bradley Upshaw, O.D., Inc., in the amount of $90,000, for the provision of optometry services including eye exams, contact lenses and fittings, and eyeglass frames for the period July 1, 2020 through June 30, 2022.

Approval of Contract #27-637-8 will allow contractor to continue providing optometry services including vision exams, eyeglasses, contact lenses and other optometric services to CCHP members through June 30, 2025.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, certain specialized optometric health care services for CCHP members under the terms of their Individual and Group Health Plan membership contract with the County will not be provided.
