RECOMMENDATION(S):
APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with First Place for Youth, in an amount not to exceed $634,392 to provide transitional housing assistance for emancipated youth for the period July 1, 2022 through June 30, 2023.
FISCAL IMPACT:
This Contract will increase department expenditures by $634,392 to be funded 100% by 2011 State Realignment revenue and is included in the Department’s Fiscal Year 2022-23 recommended budget. (100% State)
BACKGROUND:
Transitional Housing Program-Plus (THP+) is a transitional housing program for young adults who exited foster care on or after their 18th birthday and are not yet 24 years of age. The housing model provides participants a safe living environment while obtaining skills and supportive services to become self-sufficient, including educational and employment services, counseling and crisis intervention, as well as assistance with securing permanent housing. First Place for Youth (Contractor) will provide THP+ services for up to an average of 18 full-time youth per month.
