RECOMMENDATION(S):

RESCIND Board action of December 14, 2021 (C.91), which pertained to a contract with William Marsh Rice University; and APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Agreement #28-976 with William Marsh Rice University, a non-profit, public benefit corporation, to perform certain research activities, on a designated record set, to better understand what the impact of providing telehealth medical services had on patient satisfaction during the public health emergency, on behalf of Contra Costa Regional Medical Center (CCRMC) and Contra Costa Health Centers, for the period from February 23, 2021, through June 22, 2024.

FISCAL IMPACT:

This is a nonfinancial agreement.






BACKGROUND:

Contra Costa County Health Services (CCHS) Department has agreed to share data with William March Rice University to improve the patient experience at CCRMC and Contra Costa Health Centers. This agreement intends to allow the University access to certain Protected Health Information maintained in a designated set of records allowing the exploration of racial and ethnic differences in experiences with telemedicine to the effect of the pandemic on patient satisfaction at CCHS. The Division requested retrospective authorization due to pandemic-related constraints on administrative approvals during the public health emergency.  
  
On December 14, 2021, the Board of Supervisors approved C.91 to execute nonfinancial Contract #28-976 with William Marsh Rice University with a term from February 23, 2021 through June 24, 2024. However, the term end date of June 24, 2024, as stated in that Board Order was incorrect. This Board Order requests to rescind the prior action so that Contract #28-976 can be executed and reflect the correct term end date as June 22, 2024.

CONSEQUENCE OF NEGATIVE ACTION:

If the recommendation is not approved, the prior error in the prior Board action will stand, and the term will not match the agreement.
