RECOMMENDATION(S):

APPROVE and AUTHORIZE the Agricultural Commissioner, or designee, to execute an agreement with the California Department of Food and Agriculture to reimburse the County in an amount not to exceed $398,304 for control of Glassy-winged sharpshooter infestations, for the period of July 1, 2022 through June 30, 2024.

FISCAL IMPACT:

This agreement will reimburse the County for all associated costs incurred for the implementation of the Pierce's Disease Control Program in an amount not to exceed $398,304. There is no match of County funds nor grant monies involved. This revenue has been anticipated in the FY22/23 budget.










BACKGROUND:

The County's Department of Agriculture deploys traps, inspects incoming nursery shipments, landscaping and host crops county-wide to detect incipient infestations of Glassy-Winged Sharpshooter (GWSS). Any population of GWSS detected is delimited and controlled or eradicated. The California Department of Food and Agriculture reimburses the County for all costs, not to exceed $398,304 for this 2 year program. Pierce's Disease and its vectors are a clear and present danger to Contra Costa County's agricultural commodities. The Agricultural Commissioner can abate this nuisance pursuant to Contra Costa County Ordinance Code Section 14-6.406 and Government Code Section 8558.

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve this agreement will result in loss of anticipated revenue for the County and a possible threat to local agriculture.
