RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with Quality Assurance Engineering Inc., dba Consolidated Engineering Laboratories, effective May 10, 2022, to extend the term from June 26, 2022 through June 26, 2023 and increase the payment limit by $250,000 to a new payment limit of $1,500,000 to continue providing as-needed materials testing and inspection services.

FISCAL IMPACT:

Work performed under this as-needed contract is funded with charges to various facilities projects.

BACKGROUND:

On June 26, 2018, the Board of Supervisors approved a contract with Quality Assurance Engineering, Inc. d/b/a Consolidated Engineering in the amount of $850,000 through the period of June 26, 2021.

BACKGROUND: (CONT'D)
On December 27, 2018, Amendment No. 1 was made to the contract to increase rates.

On November 5, 2019, Amendment No. 2 was made to the contract to increase the payment limit by $400,000 to a new payment limit of $1,250,000, and to extend the term from June 26, 2021 to June 26, 2022.

On January 9, 2020, Amendment No. 3 was made to the contract to increase the rates effective June 26, 2019.

The contract payment limit of $1,250,000 has nearly been reached. Amendment No. 4 is necessary to provide for the additional costs associated with completion of material testing and inspection services for existing and new projects.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors approval, there is a possible delay in completing current projects requiring materials testing and inspection services. Executing this amendment will facilitate the process of various County Facilities projects requiring materials testing and inspection expertise.
