RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with STAND! For Families Free of Violence, a non-profit corporation, in an amount not to exceed $306,600, to provide support for victims of intimate partner violence for the period July 1, 2022 through June 30, 2023.

FISCAL IMPACT:

This contract will increase department expenditures by $306,600 funded with 100% County General Fund, all of which is already budgeted in FY 2022-23.

BACKGROUND:

This contract addresses the social needs of the County's population by providing a crisis call center for victims of intimate partner violence. The contract also fosters the development and implementation of collaborative and coordinated services of partner agencies to support violence prevention activities. Contractor also provides support and assistance in response to referrals from a law enforcement agency or hospital emergency room including danger assessment, safety planning, and domestic violence education and information.

CONSEQUENCE OF NEGATIVE ACTION:

Employment and Human Services Department will be unable to provide valuable support, counseling, and educational services to the County's victims of intimate partner violence and their children.

CHILDREN'S IMPACT STATEMENT:

This contract supports two of the five of Contra Costa County’s community outcomes: (4) "Families that are Safe, Stable and Nurturing"; and (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families” by providing a safe environment where children of families with domestic violence issues can receive appropriate support and follow-up services.
