RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a contract amendment with C&J Favalora Trucking Inc., to extend the term from May 12, 2022 through May 12, 2023, with no change to the contract payment limit, for the On-Call Trucking Services Contract for Aggregate Stockpiling and Transportation, Countywide.

FISCAL IMPACT:

This on-call contract was funded 100% by Local Road Funds. This action is only to extend the contract and not to increase the payment limit. (No fiscal impact)

CONSEQUENCE OF NEGATIVE ACTION:

Failure to approve the contract amendment may prevent the Public Works Department from completing routine road maintenance work in a timely manner.

BACKGROUND:

On May 12, 2020, the County awarded one on-call contract to C&J Favalora Trucking Inc., for trucking services to transport chip seal aggregate from the quarry to various stockpile locations and roads throughout the County, for a not-to-exceed amount of $900,000. This contract is to supplement the Public Works Maintenance crews during routine pavement surface treatment activities, and to perform work that may be time-sensitive and may require specialized equipment and skills. The contract has a term of one year, with the option of two one-year extensions.

This contract became effective on May 12, 2020. Contract Amendment #1, which was approved by the Board of Supervisors on May 11, 2020, extended the completion date from May 12, 2021 to May 12, 2022. There were no changes to the maximum payment limit.

To retain the services of C&J Favalora Trucking Inc., and enable timely payment to them, the Public Works Director recommends that the Board approve Contract Amendment #2, and authorize the Public Works Director, or designee, to sign Contract Amendment #2 on behalf of the County. This amendment will extend the completion date for this contact from May 12, 2022 to May 12, 2023. There is no change to the maximum payment limit.

CONSEQUENCE OF NEGATIVE ACTION: (CONT'D)
