RECOMMENDATION(S):

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute, on behalf of the County, a blanket purchase order and participating addendum with Home Depot USA, Inc., in an amount not to exceed $3,100,000 for the purchase of janitorial supplies and equipment during the period from May 18, 2021, through October 31, 2022, under terms of a master contract awarded by Fresno Unified School District, as recommended by the Public Works Director.   

FISCAL IMPACT:

Product costs paid by County Departments. (100% User Departments).  








BACKGROUND:

Contra Costa County Purchasing Services is requesting approval of a blanket purchase order to be used by all County Departments for ordering Industrial/MRO Supplies, Janitorial, and Cleaning/Custodial supplies and services. The supplies and equipment are guaranteed through a master contract awarded by Fresno Unified School District #17-21 through the OMNIA Purchasing Cooperative Program. Approval of the purchase order and addendum between Contra Costa County and Home Depot U.S.A., Inc., allows the County to obtain guaranteed pricing available through the OMNIA Partners contract. The purchase order will support all County departments with tiered rebate incentives, discounts on over 90,000 products, no minimum purchase requirements and free shipping to all locations. This will allow the County to consolidate purchases, and maximize savings on products acquired from Home Depot.

CONSEQUENCE OF NEGATIVE ACTION:

Without approval of the blanket purchase order and addendum, departments would select their own provider and we would not be eligible for volume discounts or rebate incentives, thereby increasing costs by not taking advantage of cooperative purchasing discounts.
