RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #26-774-7 with Robert Buckley, M.D. , an individual, in an amount not to exceed $750,000, to provide orthopedic services at Contra Costa Regional Medical Center (CCRMC) and Health Centers for the period from July 1, 2021 through June 30, 2024.

FISCAL IMPACT:

This contract will result in contractual service expenditures of up to $750,000 over a 3-year period and will be funded 100% by Hospital Enterprise Fund I revenues. (Rate increase)

BACKGROUND:

Due to the limited number of specialty providers available within the community, CCRMC and Health Centers rely on contracts to provide necessary specialty health services to their patients. CCRMC has contracted with Robert Buckley, M.D., for orthopedic services since July 1, 2014.

BACKGROUND: (CONT'D)

This contract meets the social needs of the County’s population by providing orthopedic services at CCRMC and Health Centers.

On March 22, 2018, the Board of Supervisors approved Contract #26-774-3 (as amended by Administrative Amendments #26-774-4 and #26-774-5 and Amendment Agreement #26-774-6) with Robert Buckley, M.D., to provide orthopedic services at CCRMC and Contra Costa Health Centers for the period July 1, 2018 through June 30, 2021.

In September 2018, the County Administrator approved and Purchasing Services Manager executed Administrative Amendment #26-774-4 with Robert Buckley, M.D. to correct a typo in the rates for clinic coverage with no change in the original payment limit of $605,000 and no change in the original term of July 1, 2018 through June 30, 2021.

In March 2021, the County Administrator approved and Purchasing Services Manager executed Administrative Amendment #26-774-5 with Robert Buckley, M.D., to adjust the administrative hours from four hour clinic coverage to six hour clinic coverage, with no change in the original payment limit of $605,000 and no change in the original term of July 1, 2018 through June 30, 2021.

On April 27, 2021, the Board of Supervisors approved Amendment Agreement #26-774-6 with Robert Buckley, M.D., to increase the payment limit by $45,000 from $605,000 to a new payment limit of $650,000 to provide orthopedic services at CCRMC and Contra Costa Health Centers, with no change in the original term of July 1, 2018 through June 30, 2021.

Approval of Contract #26-774-7 will allow this contractor to continue providing orthopedic services through June 30, 2024.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, this contractor will not be able to provide orthopedic services to CCRMC patients.
