RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute a Consulting Services Agreement with Quincy Engineering, Incorporated, in an amount not to exceed $352,871, for construction management services for the Fred Jackson Way First Mile-Last Mile Connection Project (Project), for the period May 11, 2021 to June 30, 2022, in the Richmond area. County Project No.: 0662-6R4153, Federal Project No.: ATPL 5928 (151) (District I)

FISCAL IMPACT:

This project, including this Consulting Services Agreement, will be funded by 70% Active Transportation Program Funds, 5% State Coastal Conservancy Prop 1 Funds, 15% Transportation for Livable Communities Funds, and 10% North Richmond Area of Benefit Funds.

BACKGROUND:

The work to be done consists of street improvements along Fred Jackson Way, between Brookside Drive and Grove Avenue, including constructing widened sidewalks, bulb outs, storm drain modifications, and installation of street trees and irrigation. The project will also include roadway widening and overlay, and construction of an asphalt concrete pedestrian path.

Quincy Engineering was selected to provide construction management services for the Project after completing a request for proposal solicitation and technical proposal process. Construction management services for the Project include full-time inspection, quality assurance materials testing, quality assurance surveying, extensive coordination with project stakeholders including Caltrans, multiple utility companies, and in-field decision making to ensure the Project is built per plans and specifications and meets County and Caltrans Standards. Construction management services also include recording daily activity and equipment on-site and maintaining required project documentation. Public Works has successfully negotiated with Quincy Engineering to provide the construction management services.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board of Supervisors’ approval, this Consulting Services Agreement will not be in effect. A delay in construction of the project will occur, ultimately delaying the completion of the project. Project delay may also result in substantial additional project costs and jeopardize the funding.
