RECOMMENDATION(S):

ADOPT Resolution No. 2021/157 approving deposit of $50,000 by the Contra Costa County Flood Control and Water Conservation District (FC District) to the Flood Control Revolving Fund and approving a loan from the Flood Control Revolving Fund in the amount of $50,000 to Drainage Area 52D (DA 52D) for administrative costs, Oakley area. (100% Flood Control District Funds)

FISCAL IMPACT:

100% Flood Control Revolving Fund 250600. Borrowing entity DA 52D Fund 258400 will pay the loan principal of $50,000 plus interest over a 3-year period.

BACKGROUND:

There are no funds in DA 52D. Revenues are expected to be collected from land development projects in the next few years. In the interim, additional funds are needed to update the drainage area fee and cover the administrative costs of maintaining the drainage area plan with periodic updates, legal support, and fee collection. The updated drainage area fee will be sufficient to maintain the drainage area for the next three years and repay the loan principal and interest within that period.  




BACKGROUND: (CONT'D)
  
The FC District currently has funds that are temporarily not needed and are available to be deposited into the Flood Control Revolving Fund. The attached resolution requests approval of a loan from the Flood Control Revolving Fund to DA 52D.

CONSEQUENCE OF NEGATIVE ACTION:

If the proposed loan is not approved, there will be no funding for FC District services for DA 52D.
