RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #23-715 with Groupware Technology, Inc., a corporation, and a third-party lease agreement with Key Government Finance, Inc., in an amount not to exceed $268,998, to provide professional services, consultation and technical assistance for the design, build, on-site testing, and overall implementation of a Cisco Application Centric Infrastructure (ACI), and a Cisco Unified Computing System (UCS), for Health Services Information Technology Unit, for the period from April 1, 2021 through March 31, 2022.

FISCAL IMPACT:

Approval of this contract will result in expenditures of up to $268,998 (inclusive of principal and zero interest) over a five-year period ($53,799.60 annually) as budgeted by the department in FY 2021-22, by 100% Hospital Enterprise Fund I revenues.

BACKGROUND:

To maintain the integrity of the CCLink Electronic Health Records (EHR) systems network, security, storage, and backup, the Heath Services Information Technology Unit conducts system maintenance, replacement, and upgrades to the system hardware and software as part of its ongoing system requirements.

This contract meets the needs of the County’s Health Services Information Technology Unit by providing professional services for the design, build, on-site testing, and overall implementation of the Department’s Cisco ACI, and Cisco UCS for the new data center locations at 2380 Bisso Lane, Concord, CA. and 2311 Loveridge Rd, Pittsburg, CA. Services include the migration of all workloads out of legacy data center in Martinez, CA which will occur through the data center located in Pittsburg California, as an intermediary for a period of time; thus allowing for maintaining maximum uptime to minimize any disruption. Groupware Technology, Inc., was selected in July 2020 upon completion of a competitive bid process. Through Purchase Order #21172, the Purchasing Division has arranged, and the Board has approved (C.102 dated January 5, 2021) a lease purchase contract with Key Government Finance, Inc (financing partner of Cisco Systems, Inc.) with zero interest rate for this financing schedule for five-year term. Annual lease payments will be in an amount not to exceed $53,799.60 for the professional services provided from Groupware.

Approval of this new Contract #23-715 allows this contractor to provide services through March 31, 2022.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, Health Services Information Technology Unit’s new data center and Pittsburg data migration will be delayed, which may result in reduced storage capacity, system failure, or risk of a security breach, which can directly impact the Health Services Epic Electronic Health Record (EHR).
