RECOMMENDATION(S):

APPROVE and AUTHORIZE the Public Works Director, or designee, to execute Amendment #4 with The Gordian Group d/b/a The Mellon Group, to extend the term from December 31, 2021 to December 31, 2022, with no change to the payment limit of $2,500,000, to continue to provide Job Order Contracting program development and implementation services for various County projects countywide (WW0973).

FISCAL IMPACT:

There is no fiscal impact as this amendment is only to extend the term. Gordian charges a 5% License and Job Order Development Fee if and when a job order is issued to a job order contractor, based on the value of work and when there is approved project and funding.

BACKGROUND:

Gordian is currently under contract for the Job Order Contracting program but it is due to expire on December 31, 2021. The Public Works Department is requesting authorization to extend their contract one additional year to ensure continuity of service. We will be conducting a formal solicitation for new Job Order Contracting administrators but currently, the process for formal solicitations from Request for Qualifications (RFQ)/Request for Proposals (RFP) to fully-executed contracts can take approximately 6 to 8 months.



CONSEQUENCE OF NEGATIVE ACTION:

If Amendment #4 is not approved, the County will not have the resources beyond December 31, 2021, to support the Job Order Contracting program nor will it have the resources to complete deferred maintenance projects as described in the Facilities Lifecycle Investment Program (FLIP) report and other County construction projects involving repair, remodeling and other repetitive work.
