RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 25731 to add one part-time Physical Therapist II (28/40) (V5VF) position at salary plan and grade level TC5-1746 ($7,411-$9,008), cancel one vacant Therapy Assistant (VAHB) position #8370 at salary plan and grade level TC5-1435 ($5,447-$6,621) in the Health Services Department (represented).

FISCAL IMPACT:

Upon approval, this action has an approximate annual cost increase of $5,766 with $2,123 in pension costs already included and will be funded by 50% Department of Health Care Services grant funds ($2,883) and 50% County General Funds ($2,883).

BACKGROUND:

California Children's Services within Family, Maternal & Child Health evaluated the program and discovered the smaller Medical Therapy Units' current staffing level for Therapy Assistant is two. Upon evaluation, these smaller units could effectively operate and achieve the workload by utilizing one Therapist Assistant. Adding one Physical Therapist II position to California Children's Services will provide needed availability to offer services for the increasing number of children required to receive mandated rehabilitation services.  
  
The duties for the newly created position include providing medically necessary physical, occupational, and medical therapy conference services to children who are medically eligible for the program. They will evaluate, secure plans, and implements advanced or specialized therapy treatments in accordance with medical direction. Offering instructions to patients in pain management, injury prevention, posture correction and body mechanics to continue forward improvement and actively explain medical recommendations with respect to physical therapy to patients and their families.

CONSEQUENCE OF NEGATIVE ACTION:

If this action is not approved, the California Children’s Services therapy program will not have adequate Physical Therapists to provide mandated rehabilitation services for children.
