RECOMMENDATION(S):

APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to execute a contract with FCS International, Inc. (dba FirstCarbon Solutions/Michael Brandman Associates) in an amount not to exceed $268,817 for the preparation of an Environmental Impact Report for the Oak Road Townhouse Condominium project, a proposal of 125 townhouse condominium units in the unincorporated Walnut Creek area, for the period May 11, 2021 through April 30, 2023.  

FISCAL IMPACT:

No impact to the County general fund. The applicant is responsible for payment of costs associated with the preparation of the Environmental Impact Report.  






BACKGROUND:

The Contra Costa County Department of Conservation and Development received an application from SummerHill Homes for the construction of 19 three-story townhouse buildings, totaling 125 townhouse condominium units, on a 5.94-acre site on Oak Road in the unincorporated Walnut Creek area. Based on the scope and scale of the project, the Department has determined that an Environmental Impact Report (EIR) will be required and will be prepared by the Department of Conservation and Development (DCD),

who will be the lead agency. After completing the bidsync Request for Proposal process, DCD selected FirstCarbon Solutions as the contractor for completing the EIR.  

CONSEQUENCE OF NEGATIVE ACTION:

The Department of Conservation and Development will be unable to complete the environmental review of a pending land development application.
