RECOMMENDATION(S):

1. DETERMINE that it is necessary to appropriate monies from the General Fund as authorized by Government Code Section 26227 to contribute toward the cost of meals for specified older adults residing in Contra Costa County during the Coronavirus disease 2019 (COVID-19) pandemic as part of the State of California’s Great Plates Delivered Program (Program).  
  












RECOMMENDATION(S): (CONT'D)
2. RATIFY the execution of the following contracts by the County Administrator, or designee, in an aggregate amount not to exceed $157,106, to facilitate the preparation and delivery of meals under the Program: a) Contract between the County and GDC Kitchens in an amount not to exceed $79,586 to prepare, provide and deliver a maximum of 225 meals a day to 75 Program eligible adults for the period of May 25, 2020 through June 10, 2020; and, b) Contract between the County and Taheri’s Mediterranean Restaurant and Catering in an amount not to exceed $77,520 to prepare, provide and deliver a maximum of 225 meals per day to 75 Program eligible adults for the period of May 25, 2020 through June 10, 2020.  
  
3. APPROVE and AUTHORIZE the County Administrator, or designee, to execute up to 8 future contracts between the County and local restaurants in an amount not to exceed $56,100, for each contract, to prepare, provide and deliver a maximum of three meals per day, at a maximum of $66 per day per participant, to Program eligible adults for the period of May 25, 2020 through June 10, 2020.

FISCAL IMPACT:

Total Program expenditures will not exceed $561,000 for the period of May 25, 2020 through June 10, 2020. Expenditures will initially be funded with County General Funds and submitted to the Federal Emergency Management Agency’s Public Assistance (FEMA) program for up to 75% Federal reimbursement and to the California Office of Emergency Services (CalOES) for 18.75% State of California Disaster Assistance Act funding, and 6.25% will remain County funds. Any expenditures not fully reimbursed at 75% Federal FEMA funds will be County funds. Funding breakdown is 75% Federal ($420,750), 18.75% State ($105,188), and 6.25% County ($35,062) funds.  
  
If 30-day Program extensions are granted by FEMA and CalOES beyond June 10, 2020, the total cost per 30-day period will not exceed $990,000, at 75% Federal ($742,500), 18.75% ($185,625) State, and 6.25% ($61,875) County funds. If 30-day Program extensions are granted beyond June 10, 2020, through August 10, 2020 the total cost of the Program will not exceed $2,541,000 and will be funded 75% Federal ($1,905,750), 18.75% State ($476,438), and 6.25% County ($158,812).

BACKGROUND:

On March 4, 2020, Governor Newsom issued Executive Order (EO) N-33-20 requiring all residents in the State of California to stay home or at their place of residence. EO N-33-20 further stated that the supply chain must continue, and Californians must have access to such necessities as food, prescriptions, and health care. On April 24, 2020, Governor Gavin Newsom announced the launch of a first-in-the-nation Great Plates Delivered program. The program is designed to support adults 65 and older and adults 60-64 who are at high-risk from COVID-19, in staying home and staying healthy by delivering three nutritious meals a day, and also provide essential economic stimulus to local businesses and workers struggling to stay afloat during the COVID-19 crisis.  
  
On May 1, 2020, the County Administrator submitted a letter of interest in participating in the Program to CalOES. The Aging and Adult Services (AAS) Bureau of the Employment and Human Services Department (EHSD) will lead program management and implementation in partnership with the Contra Costa Emergency Operations Center, 211, Contra Costa Public Health, and Contra Costa’s local Meals on Wheels provider (Program Partners). Staff recommends the approval of County General Fund expenditures, as authorized by Government Code Section 26227. Government Code Section 26227 authorizes a board of supervisors to expend general fund revenue to meet the health and welfare needs of aged persons. The County will administer this Program to provide nutritious restaurant prepared home delivered meals to older Program eligible adults required to shelter in place or self-isolate due to the COVID-19 pandemic, who are not receiving nutrition assistance benefits from other federal or state programs, and who are unable to prepare meals on their behalf. In addition, the Program will provide economic stimulus to local restaurants that are struggling due to COVID-19 mitigation orders.  
  
The purpose of this Program is twofold: 1.) to support adults age 65 and older, and adults 60-64 who are at high-risk from COVID-19 due to underlying health conditions or who have been exposed to or contracted COVID-19 but do not need hospitalization, by providing regular access to prepared meals. Providing prepared home delivered meals to this at-risk population will reduce the amount of people that will need to be in non-congregate shelters while fulfilling the mission of taking care of the most vulnerable population during this pandemic; and 2.) to provide economic stimulus to local restaurants that are struggling to remain open due to COVID-19 mitigation orders.  
  
The EHSD’s AAS Bureau will receive referrals from Program Partners and the AAS Bureau’s Information and Assistance hotline, perform a short eligibility screening process, and pair eligible adults with local restaurants participating in the Program. Participating restaurants will provide and deliver up to three prepared meals per day that meet specified minimum nutrition standards, of which at least one meal per day will include a hot entrée, to Program participants. These individuals are not eligible for or in receipt of public nutrition programs, such as CalFresh or Home Delivered Meals, they are also unable to prepare meals or do not have access to food resources, as a result of self-isolation and abiding by EO N-33-20. Furthermore, these individuals do not have a family or community support system to provide consistent access to food resources or prepare meals on their behalf.  
  
The Program is authorized by CalOES and FEMA, whereby participating restaurants will be reimbursed no more than $66 per participant per day. Reimbursement is limited to the following maximums: breakfast $16, lunch $17, dinner $28, and $5 for specified incidentals. Tax and delivery fees are included in the maximum allowances. Restaurants will prepare and provide home delivered meals to eligible adults throughout the County during the period of May 25, 2020 through June 10, 2020. Program extensions may be authorized by CalOES and FEMA in 30-day increments up to 90 days to August 10, 2020. Written notice of extensions will be provided to the County by FEMA and EHSD will provide written notice of extensions to participating restaurants.

CONSEQUENCE OF NEGATIVE ACTION:

The County Administrator’s execution of the contracts will not be ratified.
