RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Data Use and Disclosure Agreement #28-919 with California Department of Public Health (CDPH), to allow County to have access to the California COVID-19 Contract Tracing Data Management System for surveillance and control in Contra Costa County, effective upon final signature and shall remain in effect for three years.

FISCAL IMPACT:

This is a non-financial Agreement.

BACKGROUND:

The California COVID-19 Contact Tracing Data Management System is the state-wide contact tracing database managed and operated by Accenture and supported and maintained by CDPH including demographic, epidemiologic (including clinical information, risk factor information, exposure information, information on COVID-19 cases and COVID-19 contacts, and laboratory test result information), and administrative information collected for the purposes of contact tracing, case investigation, disease prevention, and surveillance.

Approval of Data Use and Disclosure Agreement #28-919, will allow the County to access COVID-19 data for surveillance and control in Contra Costa County for a period of three years.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, the County will not have access to shared statewide data for its response to COVID-19.
