RECOMMENDATION(S):

APPROVE Appropriations Adjustment No. 5070 authorizing new revenue in the District Attorney's Office (0242) in the amount of $48,286 through the City of San Jose and appropriating it for the purchase of a mobile forensic base vehicle.

FISCAL IMPACT:

Zero Net County Cost. 100% State funds.

BACKGROUND:

On March 31, 2020, the Board of Supervisors approved and authorized the District Attorney's Office to execute an agreement with the City of San Jose in an amount not to exceed $200,000 to procure a mobile forensic vehicle for the Silicon Valley Internet Crimes Against Children Task Force.

BACKGROUND: (CONT'D)
The amount of $48,285 being appropriated will allow the District Attorney's Office to purchase a non-ISF department owned vehicle in the current fiscal year 2019-20. This vehicle will be the base for a mobile forensic unit. Components and outfitting required to complete the mobile forensic vehicle will be budgeted in fiscal year 2020-21 consistent with the grant performance period ending December 31, 2020.

The California Governor’s Office of Emergency Services (Cal OES) awarded Fiscal Year 2018 Internet Crimes Against Children (ICAC) grant funds to the City of San Jose which serves as the lead agency of the Silicon Valley Internet Crimes Against Children Task Force (SVICAC). SVICAC currently serves 11 counties which include: Contra Costa, Alameda, Marin, Monterey, Napa, San Benito, San Francisco, San Mateo, Santa Clara, Santa Cruz and Sonoma.

CONSEQUENCE OF NEGATIVE ACTION:

The District Attorney's Office will be unable to purchase the base vehicle necessary for the grant funded mobile forensic vehicle to respond to technology-facilitated child sexual exploitation and Internet crimes against children.
