RECOMMENDATION(S):

ACCEPT and APPROVE the Contra Costa Council on Homelessness By-Laws revisions, including seat changes.

FISCAL IMPACT:

There is no fiscal impact for this action.

BACKGROUND:

The updated bylaws were approved by the Council on Homelessness at the July 2019 and February 2020 council meetings. The last time they were updated was on November 7, 2017.

BACKGROUND: (CONT'D)

The Continuum of Care (CoC) Program interim rule requires by-laws to be developed by the Homeless Management Information System (HMIS) lead, the CoC, and the collaborative applicant. The by-laws must include:
• All of the policies and procedures that are required to comply with the requirements designated to the CoC in Subpart B of the interim rule;
• All policies and procedures required to comply with the HMIS requirements; and
• A code of conduct and recusal process for the board, its chair, and other persons acting on behalf of the board.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the Council will not have a consolidated governance charter and by-laws document and will not have representative seats for youth and workforce development.
