RECOMMENDATION(S):

1. RATIFY the Purchasing Agent's execution of the following documents on behalf of Contra Costa County, for its Health Services Department and Contra Costa Regional Medical Center, all in an aggregate amount not to exceed $1,255,136:  
  

A. The attached lease agreement (“Lease”) with GE HFS, LLC, (“GE”) executed April 7, 2020, to lease computed tomography equipment (“CT Equipment”) for the County’s payment of $17,692.54 per month during a 60-month term that begins upon delivery of the CT Equipment;

B. The attached state and local government customer rider with GE, executed April 7, 2020, to allow for termination of the Lease due to a non-appropriation event; and  
  
C. The attached funding request with GE, executed April 7, 2020, the attached quote for CT rental services from Catalina Imaging, Inc., (“Catalina”) executed March 25, 2020, and the attached agreement for computed tomography interim services with Catalina, executed March 30, 2020, for GE’s third-party financing of interim mobile CT services provided by Catalina between April 15, 2020, and the delivery of the CT Equipment, for an amount not to exceed $101,600.  
  
2. APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute an addendum to each the agreement with GE HFS, LLC, and with Catalina Imaging, Inc., to include in those agreements terms required for FEMA reimbursement, should any costs be eligible for reimbursement.  

FISCAL IMPACT:

The 60-month lease and interim CT services will cost $1,255,136. These costs will be charged against the blanket COVID-19 purchase order. Costs may be eligible for FEMA reimbursement.  

BACKGROUND:

Contra Costa Regional Medical Center is purchasing the GE Revolution EVO Computerized Tomographic (CT) unit. This unit is designed to support a wide variety of patients suffering from complex trauma, brain, abdominal, chest, and other severe illnesses, and applications handling large patient volumes or backlogs that strain the workflow and other resources.  
  
This unit will provide much needed support during the current COVID-19 pandemic and enables CCRMC to serve a wide variety of general patient care needs. With the addition of the GE Revolution EVO, our system will be well positioned to face any future health related challenges.

CONSEQUENCE OF NEGATIVE ACTION:

Without Board approval of the lease agreement, Contra Costa Regional Medical Center will not be able to purchase this necessary equipment.
