RECOMMENDATION(S):

ADOPT Position Adjustment Resolution No. 25603 to ESTABLISH two classifications: (1) Director, Public Health Laboratory Services-Project (V0D1) at salary level ZA5-1984 ($9,107 - $11,070) and add one (1) position, and (2) Health Services Planner Evaluator-Level A - Project (VAS2) at salary level ZB2-1099 ($3,906 - $5,657) and add four (4) positions; and ADD positions in varied classifications: one (1) Medical Director (VCA2) at salary level B85-2645 ($28,591), one (1) Chief Nursing Officer-Exempt (VWD2) at salary level B8L-2455 ($21,897), six (6) Public Health Nurse-Project (VVX1) at salary level LT2-1832 ($10,398 - $12,985), one (1) Registered Nurse-Project (VWX5) at salary level L32-1880 ($9,902 - $12,367), twenty-five (25) Disease Intervention Technician-Project (V7W1) at salary level TC5-1284 ($4,554 - $5,535) and eight (8) Public Health Program Specialist I-Project (VBS2) at salary level Z15-1602 ($6,239 - $7,584) in the Health Services Department. FISCAL IMPACT:

This action has an annual cost of approximately $7,273,958 with pension costs of $1,673,424 already included. The cost is funded from CARES Act and FEMA allocated funds.






BACKGROUND:

In order to address the County's obligation to the COVID-19 health emergency, the Health Services Department is establishing the Contact Investigation Team allocated to the Public Health Division. With the current restrictions implemented by the County Health Officer in conjunction with Federal and State recommendations, the COVID-19 emergency response will reach beyond the immediate need to provide the necessary care for COVID-19 patients. After the restrictions are cleared, the County will continue its obligation to maintain a safety net for all its residents as people will continue to test for COVID-19. The Contact Investigation Team will identify and contact people who may have been exposed to individuals with positive test results.

CONSEQUENCE OF NEGATIVE ACTION:

The County will not have a contact tracing program in response to the COVID-19 health emergency, which adversely impacts the health and safety of its residents.
