RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Contract #28-911-1 with the State of California, Business, Consumer Services and Housing Agency (BCSH) for the Homeless Housing, Assistance, and Prevention (HHAP) Program, to pay the County an amount not to exceed $5,208,141, for the Health, Housing and Homeless Services Division to provide supportive housing services for homeless individuals and families in Contra Costa County for the period from April 1, 2020 through June 30, 2025.

FISCAL IMPACT:

This Grant Agreement will result in an amount not to exceed $5,208,141 in funding from State of California, BCSH. (No County match is required)










BACKGROUND:

On July 31, 2019, Governor Newsom signed into law the HHAP program (Assembly Bill 101, Chapter 159, Statutes of 2019). The HHAP program is a block grant program designed to provide jurisdictions with one-time grant funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges informed by a best-practices framework focused on moving homeless individuals and families into permanent housing and supporting the efforts of those individuals and families to maintain their permanent housing.  

Under Grant Agreement #28-911-1, County will receive funds to provide housing support to homeless individuals and families in Contra Costa County through June 30, 2025.

CONSEQUENCE OF NEGATIVE ACTION:

If this Agreement is not approved, the County will not receive HHAP funding to support homeless individuals and families.
