RECOMMENDATION(S):

APPROVE and AUTHORIZE the Sheriff-Coroner, or designee, to execute (1) a contract with West Advanced Technologies, Inc. (WATI) in an amount not to exceed $281,056 to provide programming services to develop the BEAGLE application search tool for the Automated Regional Information Exchange System (ARIES) for the period of June 1, 2020 through May 31, 2021, and (2) a Software License Agreement with WATI for the license of the BEAGLE search application from WATI for the period June 1, 2020 until terminated.

FISCAL IMPACT:

Urban Area Security Initiative (UASI) Grant and ARIES org #2551 Funding.












BACKGROUND:

The Automated Regional Information Exchange System (ARIES) is a software application owned by Contra Costa County and used by County and other law enforcement agencies to manage arrest and parolee data collected from law enforcement agencies. ARIES manages arrest and parole data provided by local law enforcement agencies that is stored on a County server. The purpose of this Contract is for the Contractor to provide consulting, design development, programming services, maintenance and support services to the Sheriff’s Office, including without limitation, to develop and program the BEAGLE data integration, search, analytics and collaboration software tool. There are currently more than 9,000 users from over 104 different agencies participating in the system. The BEAGLE application will allow ARIES users to find accurate results of offenders, suspects, and crime data that is otherwise not possible with traditional search systems.  
  
The County is paying WATI a discounted amount for the development of the BEAGLE search application, and the County and ARIES authorized users will have the right to use the search application under the license agreement without payment to WATI.

CONSEQUENCE OF NEGATIVE ACTION:

ARIES continues to improve the way it does business everyday by providing reliable and functional application to law enforcement agencies. If this contract is not approved, ARIES will not be able to continue to improve, upgrade and implement a sophisticated data sharing system for more than 9,000 users.
