RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to apply for and accept funding from the U.S. Department of Health and Human Services, Administration for Children and Families (ACF) in an amount not to exceed $5,030,374 for Early Head Start Childcare Partnership (CCP) consolidated funding for the term September 1, 2020 through August 31, 2021.

FISCAL IMPACT:

This Federal funding would result in $5,030,374 from the ACF for the Early Head Start CCP program and $1,257,594 in non-federal share. The County, as Grantee, is required to generate a 20% in-kind match, computed at 25% of grant amount, achieved through in-kind volunteer hours generated by Head Start parents and community partners. CFDA No. 93.600

Contra Costa County submits an application annually to the U.S. Health and Human Services Department, ACF as the Head Start grantee. The Board of Supervisors (Board) approved the 2020 grantee application on September 10, 2019 (c.75). ACF developed an additional funding opportunity for Early Head Start in 2016 - Early Head Start - Childcare Partnership funding. The County applied for and was awarded these funds in 2016, 2017, 2018 and 2019. This board order seeks approval to submit the application for the fifth year of funding, due June 1, 2020.

This application allows the consolidation of Community Services Bureau’s (CSB) previous Early Head Start Childcare Partnership #1 (Grant #09HP000193) and Early Head Start Childcare Partnership #2 (Grant #09HP000111) grants per Program Instruction ACF-PI-HS-19-02 issued on December 19, 2019. Through this consolidation, CSB is streamlining and removing duplicative administrative efforts in monitoring the program.  
  
The Regional Office of Head Start is supporting Contra Costa County’s decision to merge these two Early Head Start Child Care Partnership grants into one award. The following awarded funds will be combined within this consolidated grant:  
- Program Operations: $4,719,190  
- Training and Technical Assistance: $112,261  
- Cost Of Living Adjustment: $94,383  
- Quality Improvement Funding: $104,540  
Total: $5,030,374  
  
Through consolidation, funds are subject to the program period of the oldest grant. Therefore, grant 09HP000193 (grant period of July 1, 2019 through June 30, 2024) will assume the existing program period for 09HAP000111 (grant period March 1, 2017 through August 31, 2021) ending August 31, 2021. The Policy Council reviewed and approved the grant application April 15, 2020.

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, the County would forego funding used to enhance services within the Early Head Start program.

CHILDREN'S IMPACT STATEMENT:

The Community Services Bureau of the EHSD's Head Start program supports three (3) of Contra Costa County's community outcomes - Outcome 1: Children Ready for and Succeeding in School, Outcome 3: Families that are Economically Self-sufficient, and Outcome 4: Families that are Safe, Stable, and Nurturing. These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
