RECOMMENDATION(S):

APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract amendment with First Baptist Church of Pittsburg, California, a non-profit Corporation, effective October 1, 2019 to add 15 full day Head Start slots to the Fairgrounds location and 40 full day Head Start slots to the Lone Tree location and increase the payment limit by $172,295.10 to new payment limit of $2,196,443.38 with no change to the contract term July 1, 2019 through June 30, 2020.

FISCAL IMPACT:

This amendment will increase budgeted expenditures by $172,295.10 to a new payment limit of $2,196,443.38 funded 28% Federal revenues ($612,822.00) from Administration for Children and Families, with CFDA No. 93.600 and funded 72% State revenues ($1,583,621.38) from California Department of Education.

The Contra Costa County Contract number for this grant is 38-904.  

BACKGROUND:

This Amendment is to reallocate 55 slots to First Baptist for childcare services due to closure of the County’s Crescent Park Childcare Center. Approval of this Amendment will allow program eligible children to continue receiving services in East Contra Costa County.  
  
The Board approved the original contract of $2,024,148.28 on September 17, 2019 (C.40).  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, there will be a reduction in the number of families served due to the reduction in slots caused by the closure of Crescent Park.

CHILDREN'S IMPACT STATEMENT:

The Employment and Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
