RECOMMENDATION(S):

APPROVE and AUTHORIZE the Auditor-Controller, or designee, to pay $1,611 to Contra Costa Regional Health Foundation to act as Fiscal Agent for the Public Health Solutions Program (PHSP), for the period November 1, 2018 through June 30, 2019.

FISCAL IMPACT:

Payment is funded 100% by California Endowment Grant Funds.

BACKGROUND:

In January 2019, the County Administrator approved and the Purchasing Services Manager executed Contract #72-079-4 with Contra Costa Regional Health Foundation to act as Fiscal Agent for the PHSP, including providing stipends to students in West County Health Pathway project who have completed the PHSP curricula and internship requirements for the period November 1, 2018 through June 30, 2019.

BACKGROUND: (CONT'D)

PHSP recently moved into the Office of the Director location as a new initiative during the third quarter of FY 18 – 19. This resulted in several fiscal and programmatic role shifts. As a result, PHSP had an oversight in monitoring the funding limit of Contract #72-079-4.

CONSEQUENCE OF NEGATIVE ACTION:

Contra Costa Regional Health Foundation will not be paid for services rendered in good faith.
