RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Standard Agreement #28-918 (State #19 10885) with the California Department of Public Health (CDPH), to pay the County in an amount not to exceed $801,906 for the Infectious Disease Prevention and Control – Infrastructure Project, for the period from February 1, 2020 through June 30, 2023.

FISCAL IMPACT:

Approval of this Agreement will result in up to $801,906 for the Infectious Disease Prevention and Control – Infrastructure Project. (No County match required)

BACKGROUND:

The purpose of this project is to implement public health activities to address gaps in core public health functions within the local health jurisdiction. CDPH requests that the focus be on responding to increases in workload associated with high priority, preventable infectious diseases to support efforts to make California the healthiest state in the nation by advancing better health, better care, lower costs, and by promoting health equity, and reducing health disparities.

Key strategic targets for infectious disease prevention and control of local infrastructure are: surveillance; monitoring and evaluation of disease-specific prevention activities; local capacity for responding and to surge of outbreaks; maintain effective laboratory and information technology; and facilitate, develop, and enhance local capacity for Sexually Transmitted Disease (STD) awareness and prevention through a process of community-health department collaboration and partnership.   
  
Approval of Standard Agreement #28-918 will allow the County to provide infectious disease services for the Infectious Disease Prevention and Control – Infrastructure Project, through June 30, 2023. This Agreement includes agreeing to indemnify and hold harmless the State from any claims arising out of the performance of this Agreement.

CONSEQUENCE OF NEGATIVE ACTION:

If this contract is not approved, the County will not receive funds to provide additional infectious disease prevention and surveillance in Contra Costa County.
