RECOMMENDATION(S):

REAPPOINT Jerry Holcombe to Seat 5, John Phillips to Seat 9, and Jay Kwon to the Alternate to Seats 4, 5, 6 and 9 on the Contra Costa County Employees' Retirement Association Board of Trustees to new three-year terms expiring on June 30, 2023.

FISCAL IMPACT:

No direct fiscal impact to the County. Retirement Board Trustees receive a stipend of $100 per meeting, plus mileage reimbursement, paid by CCCERA.

The majority of CCCERA members are County employees and retirees. The County has a significant interest in policies adopted by the Retirement Board, both in terms of their impact on employer and employee retirement contributions and quality of retirement benefits. Consequently, every effort is made to ensure effective County representation on the Retirement Board by individuals with strong fiduciary experience and a commitment towards preserving the long-term viability of the retirement fund and balancing employer and employee/retiree interests.

BACKGROUND:

On December 12, 2000, the Board of Supervisors approved a policy on the process for recruiting applicants for selected advisory bodies of the Board. This policy requires an open recruitment for all vacancies to At

Large seats appointed by the Board. The Board also directed that the IOC personally conduct interviews of applicants for At Large seats on certain boards, committees, and commissions including the County Retirement Board.

The Contra Costa County Employees' Retirement Association (CCCERA) is administered by the Board of Retirement, an independent public entity responsible for general management of the association. With assistance from qualified professionals in the pension industry, the Board adopts regulations, policies and procedures that are relevant to CCCERA, for the purpose of benefiting the members. CCCERA is also governed by the California Constitution and the regulations, procedures and policies adopted by CCCERA’s Board. The Contra Costa County Board of Supervisors may also adopt resolutions which affect member benefits, as permitted by the County Employees’ Retirement Law of 1937.  
  
On June 30, 2020, the terms for seats #5, #9, and the Alternate to Seats 4, 5, 6 and 9 on the County Retirement Board, held by Jerry Holcombe, John Phillips and Jay Kwon, respectively, will expire, creating three vacancies. At the direction of the Internal Operations Committee, staff initiated a four-week recruitment by issuing a press release (attached) on March 27th advertising the vacancy, with an application deadline of April 24th.  
  
For advisory body vacancies, the County's standard advertising includes:  

  • Posting a notice in the News Flash section of the homepage for the duration of the nomination period.
  • Promoting with a recruitment announcement on CCTV’s CountyNet bulletin board
  • Emailing to area print/online publications, plus KCBS Radio and KKDV Radio.

  
The recruitment garnered three applications for three seats, with all of the applicants being incumbents. The IOC, consequently, opted to dispense with interviews and requested the County Administrator to forward the results of the recruitment directly to the Board of Supervisors. The County Administrator recommends reappointment of the incumbents to new terms ending on June 30, 2023.
