RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute on behalf of the County Grant Agreement #28-390-1 (State #19-10599) with the California Department of Public Health (CDPH), to pay the County an amount not to exceed $1,163,574, for the Perinatal Health Equity Initiative, for the period from October 1, 2019 through June 30, 2021.

FISCAL IMPACT:

Approval of this Grant Agreement will allow the County to receive funding from the California Department of Public Health through June 30, 2021. No County match is required.

BACKGROUND:

The Perinatal Health Equity Initiative aims to improve birth outcomes in African American communities and was established with the passage of California State Legislature’s AB 1810. Contra Costa Health Services - Family, Maternal & Child Health (FMCH) Programs has been funded to accomplish a scope of work which includes conducting an environmental scan, engaging community partners in a planning process to determine needs and gain a deeper understanding of the African American community and its infant mortality rate in Contra Costa County, and developing and implementing a public health awareness campaign to raise awareness about pre-term birth and infant mortality.

BACKGROUND: (CONT'D)
On January 22, 2019, the Board of Supervisors approved Grant Agreement #28-390 with California Department of Public Health for the Perinatal Health Equity Initiative, through September 30, 2019.

Approval of Grant Agreement #28-390-1 will allow the County to continue to receive funding from the California Department of Public Health for the Perinatal Health Equity Initiative through June 30, 2021. This Agreement includes agreeing to indemnify the State for any claims arising out of the County’s performance under the agreement.

CONSEQUENCE OF NEGATIVE ACTION:

If this agreement is not approved, County will not receive funding to support the Perinatal Health Equity Initiative for Contra Costa County residents.
