RECOMMENDATION(S):

APPROVE and AUTHORIZE the Health Services Director, or designee, to execute a master lease agreement and lease supplement with Meridian Leasing Corporation, in an amount not to exceed $3,382,011, for lease of the Omnicell automated dispensing cabinets (“equipment”) at the Contra Costa Regional Medical Center and Contra Costa Health Centers, for the period from September 1, 2020, through August 31, 2027, subject to approval by the County Administrator, or designee, and subject to approval as to form by the County Counsel, or designee.  
  

APPROVE and AUTHORIZE the Purchasing Agent, or designee, to execute any purchase orders, if required under the master lease agreement, to consummate the lease of the equipment.

FISCAL IMPACT:

100% funding is included in the Hospital Enterprise Fund I Budget.

BACKGROUND:

Contra Costa Regional Medical Center has used Omnicell since 2005 in the Hospital, Emergency Department and selected clinics. These Automated Dispensing Cabinets, (ADC) interface with our pharmacy information system (EPIC).

We will be leasing Omnicell equipment through Meridian Leasing Corporation. We have been satisfied with Omnicell service over the past 15 years and wish to continue our working relationship with this company.  
  
The master lease agreement with Meridian Leasing Corporation includes all of the lease terms. Under the lease, Meridian will lease the Omnicell equipment to the County following the issuance of a lease supplement. At the end of the lease term, the equipment will be returned if the lease is not extended.   
  
The lease documents will be executed after the County Administrator has approved the documents, and after the County Counsel, or designee, has approved the documents as to form.  

CONSEQUENCE OF NEGATIVE ACTION:

If not approved, there will be lack of safe and effective medication storage and distribution system which could result in unsafe medication practices, potential costly regulatory citations or patient harm.
