1. Introductions
             
2. Public comment on any item under the jurisdiction of the Committee and not on this agenda (speakers may be limited to three minutes).
  There was no public comment.
             
3. INTERVIEW applicants for the four vacant at-large seats on the Sustainability Commission.
  The Committee interviewed applicants for the At-Large, Community Group seat: Howdy Goudey, Andrew Chahrour, Janette Drew. One seat was open in this category. The Committee then interviewed candidates for the At-Large, Business seats, both of which were open due to a resignation: Russell Driver, Benjamin Lee, Nick Snyder, Luis Ramirez-Agudelo. The Committee did not interview the sole applicant for the At-Large, Environmental Justice seat because the applicant is the incumbent and was interviewed at the time she was appointed.

4. Staff recommends approval of the attached Record of Action for the January 25, 2019, meeting of the Sustainability Committee.
 

The Record of Action was approved unanimously.

5. RECEIVE report from Sustainability Commission Chair.
 

The Committee asked the Sustainability Commission Vice Chair to ensure that the Sustainability Commission Bylaws allow terms of service on the Sustainability Commission to extend 60 days or until an appointment is made to fill the vacant seat, whichever comes first, if a seat has not been filled by the Board of Supervisors when the the seat expires.

Nick Despota, Vice Chair of the Sustainability Commission, reported on the emissions inventory being developed for the Climate Action Plan update.  Emissions have reduced in 7 of the 9 sectors that are monitored currently. Despota reported that the Sustainability Commission at its last meeting discussed a proposed assessment tool the County could use to determine the degree to which the County's outreach, programs, and policies align with the County's environmental justice goals. This tool could also be used for the ongoing work to update the County's General Plan.

6. RECEIVE REPORT from County Sustainability Coordinator.
  Jody London, County Sustainability Coordinator, reported that staff is working on the Climate Action Plan update, work in which the Sustainability Commission is also involved. The Committee asked how the Climate Action Plan update work is coordinated with the General Plan update, and whether there is separate outreach for the two plans.  Will Nelson, County Advance Planner, said the focus of current outreach is on what County residents like about the County and what could be different. Nelson said outreach for the two plans is coordinated, there are not separate meetings for the Climate Action Plan. Supervisor Glover observed it would be good to have greater involvement in sustainability issues by District 5 residents.

London reported that the UC Berkeley Goldman School of Public Policy team making recommendations on how to implement the Adapting to Rising Tides studies being developed by the Bay Conservation and Development Commission has completed its report. London also reported that the Contra Costa Transportation Authority is on schedule to complete the Electric Vehicle Readiness Blueprint by early July. The Committee discussed the need for more electric vehicle chargers in the county.
             
7. DISCUSS and RECOMMEND to the Board of Supervisors candidates for at-large seats on the Contra Costa County Sustainability Commission.

 
  The Committee recommends the following appointments:
At-Large Environmental Justice - Doria Robinson (term expires March 31, 2023)
At-Large, Business, Seat #1 - Russell Driver (term expires March 31, 2021)
At-Large, Business, Seat #2 - Nick Snyder (term expires March 31, 2023)
At-Large, Community Group, Seat #2 - Howdy Goudey (term expires March 31, 2023)
The Committee directed staff to bring these appointment to the Board of Supervisors for approval.
             
8. The next meeting is currently scheduled for July 22, 2019, 12:30 p.m.
             
9. Adjourn
