RECOMMENDATION(S):

Authorize the Chair of the Board of Supervisors to sign the attached County Subvention Program Certificates of Compliance for the County Subvention and Medi-Cal Cost Avoidance Programs as administered by the California Department of Veterans Affairs (CDVA).

FISCAL IMPACT:

The submission of these documents to CDVA allows the County to receive Subvention and Medi-Cal Cost Avoidance revenue for the 2019-2020 fiscal year, decreasing dependence on the County General Fund. It is anticipated that approximately $192,184 will be received, which is estimated to be $185,689 for Subvention and $6,495 for Medi-Cal.











BACKGROUND:

CDVA administers the above two revenue programs per California Code of Regulations, Title 12, Subchapter 4. CDVA conducts annual audits of these program operations to determine whether the workload and staffing needs are consistent with the reported workload activity. For FY 2016-2017, the County received $189,424 in Subvention and $6,333 in Medi-Cal Cost Avoidance and in 2017-2018, $177,774 and $6,495 was received, and in 2018-19, $185,689 and $6,495 was received, per the Military and Veterans Code of California, sections 972, 972.1, and 972.5. It is anticipated FY 2019-20 will be consistent with Fiscal Year 2018-19. However, FY 2018-19 received an additional one-time subvention alotment of $25,000, which is not currently anticipated in 2019-20.

CONSEQUENCE OF NEGATIVE ACTION:

The County would not be able to receive Subvention and Medi-Cal Cost Avoidance revenue.
